Of the two zones available for this level range, leveling is a smoother experience in Lone-lands than in North Downs. New quest nodes, a public dungeon, better integration with the epic story and repeatable bounty and reputation quests mean you could easily level from 22 to 32 without leaving the Lone-lands. But should you?

The short answer is "no". VIPs can make the most of their efforts by completing 3 tiers of quest deeds in each zone for the virtues these reward. North Downs, rewards excellent survivability virtues for every class.

That said, you're going to want to focus on Lone-lands (smoother, faster leveling) while still completing 45 quests in North Downs. Start in Lone-lands and switch over North Downs whenever the quests get a bit harder. Complete the quests from one quest hub of the right level, then switch back. Rinse and repeat as needed. After you finish in Lone-lands, there are still 20 or so quests in North Downs for the area east of Esteldin. They are higher level than Lone-lands, so finish your final quest completion deed there.

Free and Premium Tactics

Free and Premium players will likely want to purchase only one of these two zones. If you do all the quests and deeds in the zone, Lone-lands will take you to about level 34, while North Downs will take you to 38 or so. Either way you'll need a bridge zone, like Evendim or Trollshaws to get you to the level 40+ content or you can skirmish through the gap. Certainly complete the epic quests and easy ranks of reputation in either case.

Note: If you take the stable route directly from Saeradan to Candaith at the end of Volume 1, Book 1, it is possible to complete Chapters 2-6 before heading to Forsaken Inn. Alternatively, you can run from Bree to the Forsaken Inn and start there. Both ways work.
