The quest progression is smoother in Lone-lands and it will be tempting to do all your leveling there. However, North Downs awards strong survivability virtues for completing Quest Deeds there, so you may want to split your time between the two, especially if you are a VIP.
Free and Premium Tactics
Free and Premium players may choose to remain in the starter areas - The Shire, Ered Luin and Breeland - a while longer to earn more Turbine Points in-game. Add in the Skirmish tutorial quests at 20, The Great Barrows instances from 20-24 and questing in Haudh Iarchith for Men of Bree rep, and you'll easily be 24 before moving on to Lone-lands or North Downs. Now that Lone-lands is free, it is an attractive choice to level to 32+ and offers a nice chunk of additional TP from deeds and Eglain reputation. Mix in skirmishes for the nice chunk of XP the daily skirmish quests give.
North Downs, the other zone for this level range, offers more content, especially group quests. Consider picking this zone up if it is on sale.
Newly revamped, Evendim starts at the top end of this level range. Watch for a sale on this zone.
Subscribing for at least a month can be a great deal, especially if you are already inclined to spend a little money on this game. You'll have full access to the game content up to level 50 and will be able to retain a number of VIP benefits on the characters you create while a VIP, even if you cancel your subscription (downgrade to Premium). This includes more bags, trait slots and more. See Choosing the Best Account Type for You for details.

I'd have to check, but I'm pretty sure you've got to get past neutral to do the crafting quests though I believe, which requires surface grinding of orcs and other assorted mobs. The kindred-port is really nice for players because #1-you don't have to slot a skill to use it which is nice because we're limited in class/racial/virtue slots, and #2, because eventually it'll let you slow-horse to Rivendell, saving you some travel time because we don't have swift travel without the writ from the store.
Jon, I think you are right about Eglain rep and updated the nugget about the Return to Ost Guruth skill. I used that a ton on my free account player as well.
I've also added the subscribe tactics to this article.
