The value of the default legacy increases with both equip level and age (rarity). This means a level 65 Second Age bow will have a higher max DPS than a level 60 Third Age bow.
The cost of maxing out the default legacy is the same, regarding of the level or age of the LI: 230 points to reach max tier 7. This means that if the default legacy is not important to you in certain situations, you could use those points on class legacies. For example, I don't rank up Tactical Damage Rating on my Minstrel's healing weapon until after I've spent the points I want to in healing related legacies.

Just a small note - the table is a little bit misleading in the following: the distinction should be main weapon on one hand, and class item/secondary weapon on the other. The point here is that your main weapon can be either a melee or a ranged one, and the same applies for secondary weapons. Thus, the hunter's main weapon is his bow/crossbow, while his secondary one is a choice of melee ones (I think I saw mostly swords). On the other hand, the situation with the warden is reversed: his main weapon is the spear (a melee weapon), while his secondary one - the javelin (a ranged one).
This explains perfectly why you get your LI in that particular order in Volume II, Book 1, and why you get a very particular Second Age LI in Volume III, Book 3.
How do you get to the point where you assign damage type - westernese etc.- and a specific focus such as Orc damage or Beasts ?
